Settlement Reached in City Power and Eskom Debt Dispute

In a significant development for Johannesburg residents, Electricity Minister Dr. Kgosientsho Ramokgopa has announced that a settlement has been reached between City Power and Eskom regarding their long-standing debt dispute. This resolution comes after years of incorrect billing issues and financial challenges faced by the city’s power utility.

During a media briefing, Ramokgopa explained that City Power will pay R3.2 billion over a four-year period to settle its debt with Eskom. Notably, R830 million of this total has been written off, primarily related to interest charges that City Power will no longer incur. This move aims to alleviate some of the financial pressure on the utility and provide a clearer path forward for managing its obligations.

Minister Ramokgopa emphasized the importance of this settlement, stating, “It’s important that there’s an appreciation that this is a big ticket of three-point-two billion rands.” He acknowledged the complexities surrounding the debt, noting that City Power and the City of Johannesburg have made significant efforts to maintain payments on their current accounts despite numerous difficulties.

The settlement was reached following a mediation process prompted by a court directive requiring both parties to find a resolution to the payment dispute. Ramokgopa indicated that City Power would be exempt from making payments during winter periods, a measure that aims to provide further relief amid the ongoing challenges of maintaining a stable electricity supply.

Joburg Mayor Dada Morero reacted positively to the settlement, describing it as fair and assuring residents that they would not be negatively impacted during this period. “Consumers will not be affected as this is a dispute between ourselves and Eskom based on what we were paying on bulk purchases and what we have been billed by Eskom,” he stated.

The agreement marks a critical step toward stabilizing the electricity supply in Johannesburg, which has been plagued by issues related to incorrect billing for decades. The city’s revenue collection system has been inefficient, contributing to ongoing financial challenges for City Power.

As both utilities move forward with the settlement, the hope is that this resolution will lead to improved service delivery and a more transparent billing process for residents. The collaborative efforts between City Power and Eskom, facilitated by the Minister and Mayor, highlight the importance of effective communication and negotiation in resolving complex financial disputes.
