Ekurhuleni Metro Police Deputy Chief Julius Mkhwanazi Faces Madlanga Commission Amidst Serious Allegations

Suspended Ekurhuleni Metro Police Deputy Chief, Julius Mkhwanazi, is appearing before the Madlanga Commission of Inquiry. This appearance follows a subpoena, compelling him to answer serious questions. The commission is investigating allegations of corruption and misconduct within the Ekurhuleni Metropolitan Police Department.

Julius Mkhwanazi’s career in law enforcement saw him rise to the rank of Deputy Chief within the EMPD. However, his career has been marred by allegations of corruption, abuse of power, and irregular promotions. He was officially suspended in November 2025.

Mkhwanazi faces a range of serious accusations. He is accused of having close ties to Vusimuzi “Cat” Matlala, a controversial businessman with alleged links to criminal activities. Matlala has been described as a “security boss” and “tenderpreneur.” He faces charges including attempted murder, conspiracy to commit murder, and money laundering.

Mkhwanazi allegedly facilitated unauthorized agreements, specifically Memoranda of Understanding (MOUs), with Matlala’s company, CAT VIP Security. These MOUs allegedly allowed Matlala’s private vehicles to be registered as municipal vehicles and fitted with blue lights. Testimony at the Madlanga Commission indicated that Mkhwanazi authorized numerous promotions within the EMPD without proper vetting or adherence to procedures. There are allegations that Mkhwanazi interfered with crime scenes, including an incident where he and other EMPD officers allegedly stole copper from a workshop. Mkhwanazi and a unit under his command have been linked to violent crimes, including robbery, murder, extortion, hijacking, and theft.

A key aspect of the investigation involves Imogen Mashazi, the former City Manager of Ekurhuleni. She is accused of shielding Mkhwanazi from disciplinary action despite serious allegations against him. Evidence suggests that Mashazi may have attempted to protect Mkhwanazi from accountability, even after an IPID report recommended disciplinary measures. Mashazi has denied these claims.

The Madlanga Commission of Inquiry is investigating political interference and corruption within the criminal justice system. The commission is hearing evidence related to alleged criminality and corruption within the EMPD. The commission was formed after explosive claims made by KwaZulu-Natal police commissioner Lieutenant General Nhlanhla Mkhwanazi.

The City of Ekurhuleni has suspended Julius Mkhwanazi and launched an independent investigation into the alleged corruption within the EMPD. The city aims to restore public trust in the EMPD following the revelations at the Madlanga Commission. The city has acknowledged the need to address the instability and governance issues within the EMPD.

The proceedings are expected to reveal more details about the alleged misconduct and the extent of the issues within the Ekurhuleni Metro Police Department.
